party poker close raise postflop rules?

is the river betting not closed when the first player raises all in over my bet?.. i bet 33 and he made it 58.. how can button make it 106?.. i thoguht betting is closed when an all in player does not have enough to make the minimum raise.. or is that preflop only? (or different on party/casinos?)
