Default bbl% - too many forths???

I'm curious as to what a good bbl% should be. My bbl% over 1152 games at the turbo 6's is 68.7 %. I believe this number is too low and is detrimental to my ROI. Am I correct in saying that 75% is an average bbl% because since there are 4 players left, I will be ITM 75% of the time with average bubble play? This raises a few questions regarding my bubble play ... mainly about stack sizes.

1) If you know someone is about to be blinded out, what hands will you play??? If I am big stack, I feel like I am going up against second stack too much, and if I lose the hand, then my odds of getting forth drastically increase.
2) How many chips should I have going into the bubble.
3) When there are 4 people left, how aggressive should I be when I am moderately stacked compared to when I am big stack. (In terms of X times BB)
