I don't think you can bet, it's too easy for villain to bluff/thin value- raise on this board. I like c/c here lot.
If he checks behing, you might be loosing value from 77/88, but winning a medium-sized pot with the smallest possible overpair is fine.

There aren't a lot of 2s and 3s in his range and besides that we only lose to high pocket pairs...

9x isn't folding and a lot of lower pocket pairs will come along. I bet $10-$12 on the river and call a shove
