this doesn't make a lot of sense... I can't imagine why someone would play a set this way, it looks like he is trying to generate some fold equity...
on the other hand, if he's thinking he should know your UTG raising range hits this board pretty hard. Tough spot. |

Call every single time. Every time. When the board is scary and someone overbet shoves, I get scared. When its nice, I put the chips in.

Snap call. You can see overplayed draws here as well as queens fairly often.
