over pair vs 4 to a str8 heads up

we both riase the button about 90% of the hands and he likes to make alot of small check raises against my continuation bets. i didnt understand his check on the turn. in a 6 handed game i think checking this turn behind would be a good play, but heasds up im not sure if i should bet here. this river is a sickening card and is this a call or fold situation? he could be following up on a flop bluff
