why doesn't Stars verify info before sending checks like Full Tilt?

sorry if this has been covered, i tried to use the search but i think i just suck at it...

anyways, does anyone know why stars will send you a check w/out hesitation instead of verifying info like Full Tilt?

well what i mean is at FTP before i can cash out via check i have to send them proof of my identity(drivers license/passport etc), and proof of residence(like a utility bill or bank statement with my name and addy visible). once i did that they send me checks whenever i request them.

but at stars they never required me to verify any of the information and just sent the checks to the info within my account.

I am from canada and every time i get a check it is from

Chexxx.Inc

and drawn from The Western Canadian Bank of Canada

or something to that nature
