Default (25NL) BB special flops 2-pair. Fold to 4-bet shove?

Is this a loose 3-bet here? I figured he might be raising with a weak flush draw, or maybe one pair, and I wanted to find out where I was in the hand. His 3-bet shove made me nervous as it feels like 98, 99, 88, 44.
