Default Limp/Call then Check Raise - What does it mean?

Over the last 10 days I have come across this situation a ton of times. Someone limps, i raise all folds he calls. Flop comes and he check minraises. From observation about 75% of them were by 30-35% VP$IP and 5-9% PRF type players. Is this a standard steal knowing that you can push out most cbets this way?

What do you do when you have MPTK? Or Two overs with back door draws? How do you determine if it is someone trying to steal your cbet and reraise him?
