(200nl) fold queens to loose passives all in reraise?

hi,

i'm new to no limit cash but this felt like an easy fold. please tell me how wrong i was.

villain is a very loose passive (preflop) 45/5/4 and the small blind is a TAGish 25/12/2.5

villain $281
hero $379 (button)
small blind $378
1 fold, villain raises to $6, hero raises to $21, small blind calls $21, bb folds, villain goes all in $281 total, hero folds, sb folds
