deleware racist definition question
in other thread, racist is *defined* as all white people *(by uni of d).
so my ? is, are hate laws hate speech hate crime, do they use this same definition? is this why nonwhites are never charged with a hate crime, but whites are? |

[/ QUOTE ] actually i guess racism is only a subset of hate crime, I mean if a homosexual is beaten it could be a hate crime with no racial element. still, 20%, one would imagine some racial hate in there. |
