Weird RIver Spot with 2 pair in a RR pot

Only history is earlier in the session I 3-bet JJ no spade. Flop came 779 with 2 spades. He checked and I checked behind. Turn 8s he half potted and I raised. He called and the river went check check. He had 99.

Hes been playing a little snug so far but nothing to crazy.

I only have 1250 left but whats best here shove c/c or c/f. Just hard to see what hands are paying me off here.
