Default 100 NL - What to do about minraisers

Villain is 13/4/3.3 over 1500 hands. I have a note on him that says, "minraised me on flop on a dry board". i only looked at the note after he did the minraise. If i looked first, i probably check.

I was going back and forth over the fold and raise buttons. I will eventually have to look him up, but i don't think this was the spot.
