Against that kind of player I would 4-bet preflop most of the time, but a call is fine too.
On the flop I really like a min-raise. It's big enough that he doesn't get odds to call with AK, and it's probably a move he uses himself to make people fold after c-bets, making him more prone to stack off with overcards or lower pockets.
