it's really easy to play devil's advocate here and say that, on average, a player who has the aforementioned poor stats MAY have had some unlucky INTs, but usually he is playing at a poor level where he also had some lucky completions, or was consistently overthrowing / underthrowing targets, etc.

I'm also nearly positive that DVOA / DPAR adjusts for really long INTs since they serve basically as punts.
