Most cheaper surge protectors (a $50 one from MC probably qualifies) use a "one time only" type surge protection device. After one surge, it'll be useless, but it works fairly well. This is 100% by design and they will replace it.

If it really tripped this, it likely just saved your TV and any other equipment connected to it from being fried.
