You don't have enough chips to b/f the river.

There are plenty of hands that don't raise flop or turn and think they're ahead on the river. I agree that TT/99 probably raise flop, but not always. Axs is possible, AJ/KJ, even QJ/JT also possible.

I do think we're beat a fair bit here, but we are getting 3 to 1 on a shove and we've put half our stack in already. I'd take those odds on an unknown.
