I would probably let the non-english slide between players while a hand isn't being played, but from the dealer its completely unacceptable. As for while a hand is out, just politely ask them to use english-only while they are in a hand. They are much more likely to treat you kindly if you ask them politely than if you go to the floor manager. Don't worry about getting action. You'll still get action if you flip up AA PF and then raise.
