All players paid 1.8% out of their entry fee to pay the dealers with. Not sure how many who made the money tipped on top of that. But I'll bet that the TD and other staff pressured every single one of them
So yes, the real number should be closer to $1M I'd guess (depending on how much mgmt raked for their own pockets).
