From what I've read so far, this loophole only works if you get a 30+ month sentence, so it is doubtful he will qualify for it.

But it does seem to reward drug users for their behavior instead of penalizing them.

I've never done drugs, but if I'm ever in a position of being sentenced for that long in jail, I might start taking them so that I can cut a year off my sentence.
