The bet size is a pretty big tell. I don't think he's bluffing often at all, so we're really only concerned about whether he's trying to raise for value with worse Aces. Even bad players realize raising AT here is thin after you bet three times, so although they may do it, they are probably going to raise smaller to make it easier for you to call with a worse Ace or KK or something.
