I think people are totally missing the point with Mary-Kate Olsen. She's not supposed to be an enthralling character, she's just supposed to be hot. Her original appeal was that she was the ultimate "good girl" only appearing in family comedies and coming off as unattainable when getting a lot of media attention shortly before her 18th birthday.
So, in order to recapture that, they're casting her as the good Christian who's saving herself for marriage, but still doing everything they can to make that character as sexy as possible. That's about all there is to it.
Nancy, her kids, and maybe the black guy with the grow house whose name escapes me right now are the only serious characters in the whole show where character development even matters. Most of the other characters are there for comedy and Mary Kate's there for sex appeal.
