if there was a bet on the final card, the bettor is required to show first. If everyone checked then the first person to act must show. If it is your turn to show, mucking without showing is acceptable.

There is no penalty however for showing cards out of turn after the last action. The commonality is for whoever feels they have the best to go ahead and showdown regardless of position. If a player sees he is beaten prior to showing he may muck his hand without showing.

As far as asking to see mucked cards the rule is varied from casino to casino. Most will allow any player at the table to ask to see any players cards if he called (or made) the last bet. Cesars Palace is one that will not grant this request unless collusion with another player is suspected. They will not allow it to merely gain information.
