Some odd things in that image. For example the title bar says "My Home for BradleyT", and it was BradleyT who posted it. Also notice you don't see the top of the screen, the scrollbar on the right hand side is midway which is odd my screen seems to be the same resolution yet the scrollbars dont go down as far.
I would guess that its a gif screencapture of PVN's home page that was either previously posted or its a joke between PVN and BradleyT but I cannot find the image when I search google -
