yes, it does.
if he's buying it to live in, the relevant comparison is buy vs rent
if he's buying it as an investment, he needs to compare investing in the house to all other securities out there.
(yes, i know this gets a bit muddled up when you consider the option of buying/renting a smaller/cheaper home, but my point is that the two cases are not the same)
