Default Long Shot Poker

This past week, I was involved in a training exercise that involved a deck of cards, shuffled and posted onto a rail at long distances.

Then, we used long range rifles to play a game of heads up poker.

Each player recieves 7 shots to make the best 5 card hand. Assuming my opponent understands the basic concepts of poker, and will make contact ~85% of the time, what is the best possible strategy to win?

For a while, I was just going to the strategy of attempting to shoot a royal flush, however, after 10 rounds of play, we had tied every round.

Is this beatable from a poker standpoint? Especially if I'm out of position (First to Shoot)?
