Fold preflop. Reasoning: People don't usually 3-bet utg-raises light from OOP.
Turn is close. Reasoning: You're getting decent odds and we don't have to include many KQs or semibluffing AK/TT/99 for the call to be profitable.
Note: Generally you shouldn't call preflop unless you're willing to stack of on this board.
