I'm being nitty here but this isn't really true given the number of players.

4 wolves in a standard 19-player game = 21.05 percent wolves.

7 in a 30-player game = 23.33 percent.

15-5-1 21 is nuts .. village needs 2 seers or at least an angel at this point

even if 21-7-1 was balanced, which it isnt, this is if we were all village. adding neutrals means it is more likely something like
14-7-2 with 7 neutrals - which is nuts. depending on the powers of the village and neutrals of course

but at first glance just at the numbers, 7 wolves is a lot for a game with neutrals
