QFT. If you're going to raise this PF, ensuring that your SPR is in the 8-12 range if you don't steal the blinds, you can't let semi-bluffing opportunities pass you by. You flop a made hand far too rarely to not do so.
With these stacks I much prefer a limp or min-raise PF, and then only if the table has allowed <standard bets to make it around unraised.
Id rather fold PF then check a flop like this.
