Yep. Blogger.com, owned by google, is free and a really easy way for anyone to start a blog. You can run your own adsense and affiliate links on it too.
The more common approach is to install wordpress, also free, on your own host. It's pretty easy to get the hang of, and I'd guess that 80% of the blogs you see online run off of wordpress.
I don't think either of those sites you referred to are ran off of wordpress, probably a paid CMS of some sort such as elephant which runs about $3k for a full install, but you can achieve a similar type of blog with wordpress.
