The first hand is a significant preflop error in my opinion. If he is a 20% pfr type I suspect you need around 88.
The second one would be less of an error (but still an error) vs a 20% pfr type but vs a 13%-15% pfr laggy guy it is once again a significant mistake. Around 77 is probably right.
The 33 turn bet is horrible vs a LAG with a pfr that low. He has a gutshot (which he is almost certainly incapable of folding on the turn) or better on that board nearly 100% of the time.
