Because the top 4 are all BCS bowls, you could say they are all equal. If you go by conference affiliations, Orange is too high (ACC < SEC and ACC < Big 12), so I'd say Rose, Sugar, Fiesta, Orange.

Rose is #1 because of the long history. Fiesta is odd because it was a minor bowl until the mid 80s. Then it all of a sudden became one of the 4 biggest bowls.

But in reality, the 3 non-Rose Bowl BCS bowls rotate their choices. So last year year, Sugar was the most prestigious because it got the first pick of teams. But this year, the Orange Bowl gets the first pick.
