The problem here is that 9s are pretty vulnerable. If you have the best hand checking the turn is a big mistake. I think this is a definate flop raise unless you know the BB as passive. If sb cold calls you are probably behind and can check and fold later streets unimproved. If only BB calls bet/fold turn, and check river. Fold to any turn or river donks.
