Kiva.org is the perfect example of how private charity can utilize microlending. The reasons government support microlending is they can then reduce the amount of aid they give in cash to foreign governments. The World Bank has incorporated microlending institutions into the packages it offers.

Mmm, I'm extremely skeptical of this. You mention private lending and the World Bank. The World Bank is the opposite of free market.
