3betting to $7.60 is a raise of $5.60 from UTG+2s minraise, then a push for $13.20 total from the BB would be a raise of $5.60 on your $7.60, which would re-open the betting since it is at least equal to the most recent raise amount (not bet amount).

for regular raises (not 3bets), the max is just half the stack plus a small blind (with their posted blinds added back into their stack first if applicable). i.e. if you're UTG and UTG+1 has $14, you can raise to $7.50 ($6.50 raise) and still have the option to raise when it comes back around if he shoves and someone else calls in between because his shove to $14 will be a $6.50 raise.

for 3bets, the equation would be:
(short stack [13.20] - first raise bet amount [2.00]) / 2 = max amount you can 3bet [5.60]
and if the 3bet answer is less than the first raise amount, then you can't do it.
