It usually follows a misunderstanding of some sort, so the person is meaning to say "no, you're wrong", and then saying "yeah, this is how it is", but instead says "no yeah"
Like "Dude, you said you'd drive me to the party. Don't flake"
"No No Yeah, I will drive you. I just can't make it til 7"
It gets a lot more extreme than that though. Maybe this is an LA thing.
