Preflop is a clear fold to me. 23s is pretty crappy. (is the SB .15 on pokerroom instead of .10? ... if not then the call is even worse)
Other than that it seems fine. Semibluffing a decent draw on this board should be a pretty standard line once the button folds. Following through on the turn is pretty much mandatory since the PFR is going to call the flop CR with essentially anything.
