This depends on the country to which you're traveling. There are some countries where, if you want to enter only on your passport (or on a tourist visa, for countries that require tourist visas), you have to prove that you have a return ticket out of the country. This is to discourage people entering as "tourists" and then not leaving.

If you call your destination country's local consulate, they should be able to tell you what the policy is.
