You guys are getting the reasoning wrong here. Hero never shoves a set here because he never has a set in this spot. He has 44 some of the time, but never 88 or 99. This is pretty much always a draw here. If he can hand read he'll call you a lot, the thing is that if he calls with a hand like T9 then you are a slight favorite so it doesn't really matter. 89 is really the only big made hand you have here ever.
