Maybe I'm a little drunk, but it seems possible that someone would be able to wingsuit out of a plan and land without a parachute. "Simply" pull up at a very low altitude to quickly slow your decent and speed. I would never try this, but it is only a matter of time before somebody does.

I really doubt it's possible to slow both your rate of descent AND horizontal speed enough to do this.
