No way he needed to ring and set up something totally neutral but leaving in her mind the possibility of anything for her, so she would definitely agree, when she turned up then in person you control the whole thing in your own environment, apologising was a mistake, make her realise she doesn't need her brother in law, or anyone else showing her how to run her life she needs you.
