From what I've read about it, the UIGEA made it illegal to make specific transfers for the sake of illegal internet gambling, which poker does not specifically fall under the category of. In other words, it's stuff like online sports-betting that's illegal, not poker. Also, they're not targeting players, they're targeting the companies that handle those transactions.

If you still want to create a new account instead of go back to your old one, you should e-mail TruePoker about this issue, and make sure it's OK with them. Although I can't say much for their support as I've sent them two e-mails before (I've never played there, but I was going to check it out) and never received a response. :\
