I do disagree a no-hitter or the cycle for example being a milestone. Many pitchers and hitters will attest that achieving either one of these has a ton to do with luck--some achieve the no-hitter w/o their best stuff etc...obv you can't throw a no-hitter w/o throwing great that particular day but it doesn't mark "significant progress or development" at all b/c a ton of pitchers have the ability to throw no-hitters but haven't for many reasons and luck is a big one. How many pitchers throw a no-hitter and then do nothing after? It doesn't mean anything other than you were great that day. 300 wins is achieved because of "significant progress and development" no amount of luck can account for it, you were great over and over for an extended period of time.
