reading this, it seems to me that if you live in a commie controlled state like the pacific northwest, (WA,OR) like in the article, then you can do something like carry a sign or wearing a tshirt protesting the war or bush or something, and then hope to god you get arrested, then you can sue sue sue sue.

What are you talking about? I saw three states mentioned in that article: North Carolina, Ohio and Florida.
