FWIW, following 9/11 SWIFT allowed the US access to financial reords that the US could demonstrate were likely related to terrorism. It explicitly didn't include money from money laudering and drug dealing.
BTW, the notion that there is a single computer in Holland that processes these transactios is preposterously stupid.
