The dealer did the right thing by mucking the hand before the floor coming. This wasn't a mistake, the player gave up his hand was basically saying I was going to fold to his raise --- no need for a floor call lets move on.

This reminds me of a floor call I had month or two ago (I think I posted it here then). I get called to the table because the dealer is trying to push the pot to an all-in player and the other player is yelling "I called, it's a split." Since everyone saw what cards the players had I told him "ok, you turned your hand face up and claim you called, that is a call" Now he is furious that he doesn't get half the pot and now argues for his money back. Apparently at some other casino(s) in town if the dealer pulls the cards in together they split the pot instead of giving each player back their cards.
