the exchage rate for the cars is the best you can get. I could get $15/1k fpps via bonus exchage, $16.25/1k via concierge or $19/1k when buying a car thru PS. so for 3M fpps i could get a $60K porsche, or $45K cash.

Exchange rate would be the same no matter how many fpps you spend. Stars has already said this.
