I don't think so. The "I will give" is assumed, so the title is really "I will give my gratitude to whomever solves this problem." It's the object of "give", so it's "whom".

edit: Dammit, you're right. It's the subject of the second phrase, which still counts, so it's the nominative case. Dammit.
