Yes, this is definitely a raise or fold situation, imo.

When I said 89s, I dont think about the 8c9c, but any 89s. I think 8c9c definitely raise on flop.

But here is how I see the action:
preflop: vilain call with SC in position.
flop: Hero is doing a standard CB, vilain with 89s do not know if he is ahead or behind. He prefered a call and will reevaluate turn; as hero pretty nit, vilain will bet most of the time and take the pot right there if hero check. If hero bet, vilain can fold his 89s without any problem knowing he is certainly behind.
Turn: miracle turn for vilain with 89s: he now made trips and hero still bet in his face. So he raises and try to get as much value as possible, as the board pretty drawy.
