Unless he is a reg it's far more likely he's terrible than he's good. It's a low limit sng, it's not a random opinion, it's a fact that in general everyone sucks. Your last point is such weak play, you're saying if you ever raise preflop and you don't hit it hard just c/f because villain might have something that hit the flop. The fact that he just flat-called the raise already shows he's bad, given that, he can easily be calling with a wide range. You're probably not folding any better hands but you don't have much showdown value, so the only way to win the hand is to bet.
