This is a standard way to deal with it and the dealer certainly could have over collected. Normally with time collections the dealer will pull in each players time and then pay the collection in higher denomination chips.

My mistake. I just assumed they all did it like at Foxwoods. Note that the following Foxwoods procedure may have been instituted recently in anticipation of their tourneys.

At Foxwoods the dealers ask for time when a red light goes on - usually at the start of the down and:
1) wait until payments are put out in front of all players
2) take in the time payments from the players,
3) change out the ones for fives,
4) stack the collective time payment on the table descriptor.
5) wait until the Floor comes and verifies that they have collected the appropriate amount,
6) put the time collection in their tray.

It would have been hard for this to have happened at Foxwoods without another player pretending that the time payment in question was his. It could have been an honest mistake as well - but less likely.
